On October 1st, 2012, a new agreement between RS and the Maritime Administration (MA) of Tuvalu came into force considerably expanding the scope of work that can be performed by RS on behalf of the MA on the ships registered in Tuvalu.
Under the provisions of the agreement, Tuvalu MA authorises RS to carry out surveys and inspections for compliance with the applicable international instruments of IMO and ILO, including a number of those that were not delegated to RS by Tuvalu before, in particular, Maritime Labour Convention, 2006, Annex VI to International Convention for the Prevention of Pollution from Ships, International Convention on the Control of Harmful Anti-Fouling Systems on Ships, 2001, International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004, etc.
Recently the agreements have also been signed between RS and the Maritime Administrations of Niue and Palau providing a framework for cooperation on a wide range of certification services in the field of merchant shipping. This brings to 69 the number of flag state maritime administrations recognising RS.
Maritime administrations sign agreements with RS under the provisions of IMO Resolution A.739(18) “Guidelines for the authorisation of organisations acting on behalf of the Administration” and IMO Resolution A.789(19) “Specifications on the survey and certification functions of recognised organisations acting on behalf of the Administration”.
The purpose of the agreements is to delegate to RS authority to perform statutory certification services for ships and offshore units in order to determine their compliance with the applicable international and national merchant shipping requirements.
