해양수산부는 6월 29일 오후 4시 30분 화상회의로 진행된 ‘제8차 한중일 교통물류 장관회의 특별세션’에서 한‧중‧일 3국이  교통물류 분야 코로나19 대응 상황을 공유하고, 감염병 세계적 유행 상황에서도 원활한 국제 물류체계를 유지하는 데 협력할 것을 합의하는 내용의 공동선언문을 채택했다고 밝혔다.

이번 회의에는 김양수 해양수산부 차관과 미노리카와 노부히데 일본 국토교통성 차관, 다이 동창 중국 교통운수부 차관이 각국 수석대표로 참석했다.

이번에 채택된 공동선언문은 △그간 한‧중‧일 교통물류 장관회의에서 다뤄진 국제 물류 정책의 원활한 이행을 위해 협력할 것, △코로나19 위기 극복을 위해 각국의 물류 분야 코로나19 대응 경험과 사례를 더욱 적극적으로 공유할 것, △각국의 방역조치를 저해하지 않는 범위 내에서 선원 등 필수 물류 운송 인력의 이동을 위한 방안을 모색할 것, △원활한 국제물류 운송과 교역 촉진을 위해 국제기구 내 논의 사항에 대해 협력할 것 등의 내용을 담고 있다.

한‧중‧일 3국은 오늘 합의한 공동선언문을 이행하기 위한 실무급 논의를 지속하고, 협력 방안을 마련하여 향후 개최될 ‘제8차 한‧중‧일 교통물류 장관회의’에서 보고하기로 합의했다.

JOINT STATEMENT
OF THE SPECIAL SESSION OF THE 8TH CHINA-JAPAN-KOREA MINISTERIAL CONFERENCE ON TRANSPORT AND LOGISTICS

29 June 2020

We, the Transport and Logistics Ministers of China, Japan and Korea, held the Special Session of the 8th Ministerial Conference on Transport and Logistics on 29th June 2020, with a view to confirming and strengthening cooperation among the three countries in securing and maintaining a steady and smooth logistics system in the region against the backdrop of the COVID-19 pandemic.

We express our deepest condolences and sympathies for the loss of so many lives and for suffering of those affected by the pandemic. We also present our sincerest appreciation and respect to those who have been continuously making devoted efforts on the front-line of international and domestic logistics in the three countries to safeguard the supply chain of essential goods during the pandemic.

We recognize that the spread of the pandemic and its impacts have resulted in hindered international logistics, leaving international supply chain and world economy in severe risks.

We, acknowledging the joint decision adopted by the leaders of China, Japan and Korea on 24th December 2019 to enhance regional connectivity and infrastructure cooperation including transport and logistics areas, reaffirm our commitment to fostering a seamless, efficient and secure logistics system since the launch of the mechanism of transport and logistics cooperation in 2006.

We share the view that our trilateral cooperation should be further strengthened to make the logistics in the three countries even more resilient, taking into account both the risk of the pandemic persistently occurring in the future and the role to be played by the logistics.

Accordingly, we hereby resolve to:

1) Strengthen the three countries’ cooperation and coordination in international logistics policies based on the framework of Ministerial Conference on Transport and Logistics with active participation from each country’s related industries, in order to exchange necessary information and to enhance resilience and sustainability of the international logistics to and from each of the countries against the pandemic of COVID-19 and other possible infectious diseases,

2) Be even more committed to sharing good experiences and practices with each other also in the context of domestic logistics policies to overcome the adverse effects brought about by the pandemic, and to jointly building logistics network in the region which is less vulnerable to the possible pandemics in the future,

3) Explore ways to facilitate the movement of essential logistics workers, such as seafarers and air crews, to the fullest and within the extent that does not hinder the quarantine measures of the three countries, in order to ensure unimpeded passages for cross-border movement of goods and make every endeavour to share information on the quarantine measures being implemented in each country for transport means, and

4) Spare no efforts to enhance cooperation and coordination in ongoing and future discussions within the existing international organizations to realize proportional infection prevention measures with which unnecessary traffic restrictions can be avoided in order to ensure the smooth operation of international logistics.

We remain unwavering in our cooperation and coordination towards more integrated, efficient and resilient logistics services and network by continuing working level discussion to materialize each of 1), 2), 3), and 4) above and by holding the 8th Ministerial Conference on Transport and Logistics in Kobe at the earliest opportunity to acknowledge our progress.

우리 대한민국, 일본, 중화인민공화국 교통물류장관은 코로나19 팬데믹 상황에서도 역내에 원활하고 안정적인 물류시스템을 유지 및 보장하기 위한 3국의 협력의지를 확인하고 공조를 강화화기 위해 2020년 6월 29일 제8차 한중일 교통물류장관회의 특별세션을 개최하였다.

우리는 코로나 19로 인해 목숨을 잃은 수많은 사망자와 코로나 19로 고통받고 있는 많은 분들에게 깊은 애도와 위로를 표한다. 또한 코로나 19 팬데믹 사태에도 필수 물자의 공급망 수호를 위해 3국의 국내 및 국외 물류운송 최전방에서 고군분투하고 있는 모든 분들께 진심어린 감사와 경의를 표한다.

우리는 코로나 19 확산으로 인해 글로벌 공급망 붕괴와 세계경제의 심각한 위기가 초래될 수 있음을 인지한다.

우리는 교통 및 물류 분야를 포함한 역내 연계성 및 인프라 협력 촉진을 위해 2019년 12월 24일 한중일 정상회의에서 3국이 공동으로 내린 결정을 인정하며, 2006년 교통·물류 협력 메커니즘을 출범한 이래 막힘없고, 효율적이며, 안전한 물류체계 실현을 위한 3국의 의지를 재확인한다.

우리는 코로나 19 팬데믹 추세가 계속 이어질 수 있다는 우려와 물류의 역할을 고려하여, 3국간 협력을 더욱 공고히 하여 역내 물류체계 회복에 박차를 가해야 함에 공감한다.

이에 3국은 다음과 같이 결의한다.

1) 코로나 19 및 여타 감염병 사태에 맞서 필수 정보를 교환하고 각국의 물류체계가 안정적으로 운영되고 회복될 수 있도록 각국 관련 산업을 적극 참여시켜 한중일 교통물류 장관회의 기반으로 마련된 국제물류정책에 대한 협력과 공조를 강화한다.

2) 코로나 19 로 인한 어려움을 극복하기 위해 마련된 각국의 물류관련 정책의 좋은 경험과 사례를 더욱 적극적으로 공유하며 향후 감염병에 영향을 덜 받는 물류 네트워크를 역내에 공동으로 구축한다.

3) 물자의 차질 없는 국경 간 이동을 보장하기 위해, 각국의 방역조치를 저해하지 않는 범위에서, 필수 물류 운송 인력의 이동을 촉진 할 수 있는 방안을 모색하고, 각국이 시행한 운송수단에 대한 방역 조치에 대한 정보 공유를 위해 최대한 노력한다.

4) 원활한 국제물류 운송과 교역 촉진을 위해, 불필요한 교통 제한을 막을 수 있는 적절한 감염병 예방조치와 관련하여, 국제기구에서 현재 진행 중이고 앞으로 일어날 수 있는 논의에 더욱 협력하고 공조한다.

 우리는 실무협의를 통해 공동선언문에 명시한 각 결의사항의 발전적 이행 방안을 모색하고 일본 고베에서 개최 될 제8차 한중일 교통물류장관회의에서 이를 보고하여 더욱 통합되고 효율적이며 회복력 있는 물류 서비스와 네트워크 구축을 위한 협력과 공조를 이어나간다.
